Basically... my sister has a private reg and is getting my car shortly so it needs to be transferred. I got the V317 form for transferring reg plates but this doesn't take into account that the recipient vehicle is also changing ownership. Is it a case of transferring ownership of my car to her and then having to wait for the V5 and THEN sending away the reg plate transfer from and then getting another V5? Private plates are a fucking massive waste of time.

Aye. Although to be honest I could have been far more unlucky with neighbours. I was more worried about the kind of neighbours I'd have than anything else when I bought my flat. I was thinking of building a fence around my garden. I live in a flat but I've got my own section of the back garden. It's divided into 4 although not physically. Do I need planning permission to build a short fence around my quarter of the garden? The dog from downstairs is always shitting in my bit and they don't pick it up.
