Might have been for a city clash, mind, but I cba checking more. UEFA Cup rules PDF also states ties are determined by draw and mentions nowhere about the seeded team away first. I seem to remember that 50% of seeded teams are home first and 50% are away first. No pattern, just a random 50/50 split.
