They're triallling a new traffic-shaping device but have their old traffic-shaping device switched on at the same time as their tests. Think of running a cup of flour through TWO sieves at the same time instead of just one. That's the reason why things are a little bit slow at the moment. The most annoying one is when you open a page and it opens a Download dialogue box to download the page.
