Welsh clubs have been in the english league since its formation. Only reason they are all still not was FIFA's threat to remove the Welsh national team from world cups as they didnt have their own league. Some welshies then volunteered to join it while others did not.

Cardiff, Swansea etc cant represent wales in the UEFA competitions.

 

Only way Cardiff etc would be kicked out of the English set up would be for wales to gain independence from the UK or for them to be completely liquidated and reform.
