Private Reg Plates

Can anyone clue me up on this? DVLA website is useless. Email service just doesn't work and I canna phone them until later tonight.

 

Basically... my sister has a private reg and is getting my car shortly so it needs to be transferred. I got the V317 form for transferring reg plates but this doesn't take into account that the recipient vehicle is also changing ownership. Is it a case of transferring ownership of my car to her and then having to wait for the V5 and THEN sending away the reg plate transfer from and then getting another V5?

 

Private plates are a fucking massive waste of time.
