Unfortunately FIFA do and use it to decide your grouping for World cup draw. UEFA were talking about using it as well a while back for Euros as well but not seen anything on it since.

I was just going to say. Scotland are pish and have been for years, I'd actually say the rankings are reasonably accurate when you take our competitive games into account.
